Don't Starve Together turns mods on from the main menu's “Mods” button: the “Server Mods” tab holds the mods a world runs, the “Client Mods” tab the mods that run only on your machine.
A server mod either runs on the server alone or makes every joining player download it. A mod that needs another lists it under “Dependencies Required” and subscribes to it when you enable it. Don't Starve mods state whether they work with RoG, Shipwrecked and Hamlet.
Some buffs for Wormwood, better stats, and some additional loot for monsters and animals, and an new way to make growth formula and... ice? ** Warning this mod was not created to be BALANCED **
